2. Asset Protection & “Plan B” Options In uncertain times—political unrest, economic turbulence, or regulatory changes, having another citizenship gives you optionality. You’re not stuck if things shift in your home country.

3. Prestige & Signals to Others There’s a prestige factor: people who hold multiple passports, especially from “high-value” regions, are often seen as more globally savvy, more secure, more cosmopolitan. It shows foresight and wealth. It’s like owning a rare watch or luxury car, but it also has serious practical perks.

What’s Changing in 2025? Rules Tightening, Access Shifting…

While demand is rising, so are the rules. A few recent developments:

•Caribbean CBI Programs Tightening The Eastern Caribbean nations (Antigua & Barbuda, Dominica, Grenada, St. Kitts & Nevis, and St Lucia) are working on harmonised legal frameworks for their Citizenship by Investment (CBI) programs. Among proposed changes: a 30-day minimum stay over five years, stricter eligibility standards, possibly limits on how many passports can be issued annually.

•EU Cracking Down on “Golden Passport” Schemes In April 2025 the European Court of Justice (ECJ) ruled Malta’s citizenship-by-investment (golden passport) program illegal. The basis: granting full EU citizenship solely via investment violates EU law—specifically the idea that citizenship implies a “genuine link” to the country. Already, other EU countries have closed or drastically changed their residency or golden visa programs (Portugal, Spain etc.), raising thresholds or changing rules.

•Processing Delays & Transparency - A Growing Concern Many Caribbean programs have been criticized for delays. For example, applicants to St Lucia CBI report waiting more than a year, despite marketing that claims 3-4 month processing.

•Rule Changes Are Imminent: The Caribbean is already moving toward tougher rules. Once laws pass, there may be caps, stronger residency requirements, more background checks—and possibly raised investment minimums.

•EU Model is Shifting Entirely: The ECJ ruling against golden passports signals that the EU (and possibly other blocs) are rethinking citizenship as a commodity. If you were hoping for a quick path via investment, the more “transactional” options are shrinking.

•Demand + Scarcity = Prestige: As access gets harder, the ones who already hold “rare” passports will enjoy greater exclusivity. Think - smaller issuance quotas, stricter vetting, more rigorous property or investment requirements. That increases prestige, but raises cost.

Second passports have evolved from “nice-to-haves” to somewhat essential tools in the global mobility kit. They carry prestige, peace of mind, and practical advantages. But 2025 is shaping up as a turning point: stricter regulation, less room for “shortcut” citizenship, and greater scrutiny.
